Don't mistake purgatory as heaven. It is the place for those with some good but who are not good enough to be, upon passing on from this life.
They are those who believe, have faith and think that so long as they have faith, the heavenly saint they believe in will save them by grace. All their transgressions will be taken over by the saint.
He suffered so that they may not suffer. He takes over the consequences of our wrongs or transgressions. This is too good to believe but whatever it is, the gullible will think that they can continue to transgress and do harm to others and their saint the savior will take over.
Many in Chinese culture are doing exactly that. All they need is to believe, offer food and sacrifices and ask for favors. They know they need to do good but few are those who want to know the way to be divinely good beyond believe.
They see not the doctrine in the image of the heavenly saint. Even the good lord Lord Bo Tien 武天菩萨 echoes that the doctrine is in his image and his image is doctrine.

But zealous followers will insist, that others must believe and display allegiance before the saint will grant blessings. Men may do so but saints don't. Thus many think God and saints only want men to believe in them and the rest will be assured. All we need to do is believe and everything in life here and here after will be assured.
This is odd but God and saints just go along. They still bless such people. This is due to their compassion and magnanimity. They will still go to heaven but reality for many, it is purgatory they end up in. They go there to learn and practice what they fail to learn and practice. Thus many end up in purgatory than in heaven.
